INVITATION FOR EXPRESSIONS OF INTEREST (EOI)
International Partnership for Forest Carbon & Blue Carbon Initiatives in Bangladesh

The Integrated Development Foundation (IDF), in collaboration with Prottasha Foundation, is pleased to invite Expressions of Interest (EOIs) from internationally recognized carbon market organizations, climate finance institutions, carbon project developers, investors, carbon credit buyers, technical partners, and research organizations to explore collaboration on two proposed nature-based carbon initiatives in Bangladesh.

The initiatives have been designed as phased and scalable programmes. The initial phases will focus on priority areas identified in consultation with the Government of Bangladesh and the Bangladesh Forest Department. Subject to successful implementation, government approval, availability of suitable land, and mobilisation of climate finance, the programmes may be expanded progressively to additional eligible landscapes.

The proposed initiatives will be developed and implemented subject to the regulatory oversight and approval of the Ministry of Environment, Forest and Climate Change and the Bangladesh Forest Department.

Proposed Initiatives
1. Hill Forest REDD+ Restoration Program
  • Proposed initial phase covering approximately 5,000 hectares
  • Restoration of degraded hill forests in selected areas of the Chittagong Hill Tracts, Chattogram Forest Region, and Cox’s Bazar Forest Region
  • Native species plantation and assisted natural regeneration
  • Sustainable forest management
  • Biodiversity and watershed conservation
  • Community participation and sustainable livelihood development
  • Development of high-integrity forest carbon projects
  • Potential phased expansion to additional eligible hill forest areas based on the results of the initial phase
2. Blue Carbon Program
  • Proposed initial phase covering approximately 2,000 hectares
  • Mangrove afforestation and ecological restoration on suitable newly accreted coastal char lands
  • Coastal protection and strengthened resilience to cyclones, storm surges, and climate change
  • Conservation of coastal and marine biodiversity
  • Community participation and livelihood development
  • Development of high-integrity blue carbon projects
  • Potential phased expansion to additional suitable coastal areas based on government priorities and the results of the initial phase

Together, the proposed initial phases represent an integrated approximately 7,000-hectare Forest Carbon and Blue Carbon Program. They will establish practical, investment-ready models that can be replicated and progressively expanded across other eligible hill and coastal landscapes in Bangladesh.

The initiatives aim to support Bangladesh’s National REDD+ Strategy, Nationally Determined Contributions (NDCs), National Adaptation Plan (NAP), Bangladesh Delta Plan 2100, and the Sustainable Development Goals (SDGs) while mobilising international climate finance, conserving biodiversity, strengthening climate resilience, and promoting sustainable community development.

Concept notes for the proposed initiatives have been submitted to the Government of Bangladesh and are currently under technical consideration by the Bangladesh Forest Department. The final locations, boundaries, and areas will be determined in consultation with and subject to the approval of the relevant government authorities.

Call for Expression of Interest

International organisations with demonstrated expertise in voluntary carbon markets, climate finance, nature-based solutions, ecosystem restoration, and sustainable forest management are invited to submit a non-binding Expression of Interest to explore potential collaboration with IDF.

The EOI should briefly describe the organisation’s relevant experience, proposed area of collaboration, technical and financial capabilities, preferred partnership arrangement, and potential contribution to the development and implementation of one or both initiatives.

The EOI will serve as an indication of preliminary interest in supporting the development of the proposed initiatives. It will facilitate further dialogue among IDF, prospective partners, and the relevant authorities of the Government of Bangladesh.

Submission of an EOI does not create any legal, financial, or contractual obligation for IDF, the Government of Bangladesh, or the submitting organisation.
