Job Context:

The Leadership to Ensure Adequate Nutrition (LEAN) project aims to improve maternal and child nutrition in the remote Chittagong Hill Tracts of Southeastern Bangladesh through a consortium of six partners led by United Purpose (UP). The project aims to break the perpetual cycle of under nutrition in 18 selected Upazilas under the Districts of Rangamati, Bandarban, and Khagrachari in the Chittagong Hill Tracts. The project funded by the European Commission (EC) will work to improve maternal and child nutrition for 282,000 pregnant and lactating women, children under 5 and adolescent girls by providing holistic, nutrition-sensitive and nutrition-specific livelihoods models to diversify diets and income for the most vulnerable whilst working with local, district and national government to promote nutrition-sensitive governance at all levels. The specific objective of the Project is “to create an enabling environment for improved and sustained pro-poor nutrition security service delivery and awareness will address the institutional determinants of under nutrition in the CHT which include the political and policy framework for nutrition, and the coordination and service delivery structures”. The consortium of partners is led by United Purpose (UP) and consists of technical partners HELVETAS Swiss Interco operation (HELVETAS) and the Global Alliance for Improved Nutrition (GAIN), as well as three implementing partners Caritas Bangladesh (CB), Integrated Development Foundation (IDF), and Jum Foundation (Jum).

The Upazila Coordinator will coordinate Facilitators and public/private organizations for smooth implementing project activities

Key Duties and Responsibilities

The Upazila Coordinator is the leader of the Upazila project team. She/he/they will be responsible for coordination, implementation, monitoring and supervision of all activities in two assigned Upazilas of Khagrachari District. The duties and responsibilities are as follows:

OVERALL PURPOSE:

  • Lead the Upazila project team to successfully implement the LEAN nutrition governance project.
  • Overall coordination at Upazila level to ensure smooth delivery of project activities in accordance with donor requirements and guidelines.
  • Maintain coordination and communication in terms of project operation.
  • Support the Upazila project team and key personnel to monitor project progress, quality and share learning.
  • Ensure that the project follows relevant compliance, statutory rules and regulations, standards and IDF Policies.
  • Support relevant team members in advocacy efforts representing both the project and organization at Upazila level events, workshops and conferences.

COORDINATION & IMPLEMENTATION:

  • Coordinate and implement all project activities at Upazila level in line with project goals and objectives
  • Coordinate activities by maintaining strong relationship with Government, relevant departments, local government institutions, communities and stakeholders
  • Represent the project and organization at meetings, conferences and other events
  • Organize and facilitate meeting, workshop, exposure visit, Cross learning events and community level events
  • Coordinate with Project Manager and relevant partner’s officials
  • Assist partners to implement partner-wise implementation plans to ensure smooth delivery
  • Promote multi-stakeholders platforms (MSP) at Upazila level
  • Strengthen capacity and inter-departmental Coordination in nutrition sensitive programming and service delivery of relevant government line departments, Local Government Institutions (LGIs) and relevant service providers
  • Dynamic community level Social Behavior Change Communications (SBCC) nutrition and WASH campaigns
  • Provide support for school based awareness, school garden campaigns and innovation solutions from school children to integrate nutrition sensitive interventions; Support adolescent clubs with a focus on girls
  • Support to establish multi-purpose information and service hubs in collaboration with relevant existing government services for CHT
  • Support small and medium enterprises, entrepreneurs and local service providers to enhance access to and production of nutritious foods
  • Disseminate innovative low-cost nutrition smart technology and practices
  • Strengthen horizontal and vertical alliances through match making and establish and strengthen Public Private Partnerships (PPPs)
  • Support MSME and service provider associations (SPAs) in nutrition sensitive approaches, traceability and peer control mechanisms
  • Promote WASH and DNI markets

MONITORING & SUPERVISION:

  • Monitoring and supervise the project activities and smooth implementation as per Plan.
  • Progress monitoring through regular field visits
  • Supervise and check the quality of work/deliverables of the field Facilitators
  • Support team members on ways to properly document, organize and capture progress of the project

REPORTING AND DOCUMENTATION:

  • Compile Upazila reports and ensure timely submission to Project Manager
  • Prepare monthly, quarterly and Annual progress report
  • Documentation, knowledge management and dissemination of reports relating to training, workshops, surveys, dialogue, events.

ADVOCACY:

  • Assist partner’s officials to develop and plan coordination processes as an advocacy tool between community, private sector and the government through the local service provision approach.
  • Develop and maintain relationship with different thematic networks, NGOs, and media
  • Coordinate and assist in arranging meetings/workshops/conferences and relevant events that are implemented at Upazila and community level
  • Represent the project at advocacy and networking events
  • Maintain a functional relationship with relevant nutrition sensitive institutions and stakeholders

OTHER

Any additional tasks assigned by the Supervisor that may be within the scope of the position to ensure the effective delivery and development of the project

Educational Requirements:

Masters in public health/social science/Nutrition from any recognized university.

Experience Requirements:

At least 4 years diversified experience on project coordinator focusing on nutrition, livelihoods, and health related projects.

Additional Requirements:

  • Age limit for the applicant would be 45 years.
  • Good command both in English & Bangla
  • Knowledge on program aspect, Supervision, Monitoring & Evaluation
  • Computer skill both English & Bangla on MS-Office

About the Role:

Facilitation of nutrition and WASH related activities in the designated area. Will engage and coordinate local people for the implementation of nutrition and WASH issues. The Facilitator will report to the Upazila Coordinator.

The Facilitator (Nutrition and WASH) is assigned to facilitate program implementation and coordination of all field activities at his/her allocated Upazila and union regarding Nutrition issues. The Facilitator (Nutrition and WASH) will work under the overall guidance of the Project Manager and direct supervision of Upazilla Coordinator, IDF.. The duties and responsibilities are as follows:

OVERALL PURPOSE:

  • Carry out field level activities to successfully implement the LEAN nutrition governance project
  • Overall coordination at the community level to ensure smooth delivery of project activities in accordance with donor requirements and guidelines.
  • Maintain coordination and communication in terms of project operation, assist the Upazila Coordinator to monitor project progress, quality and share learning.
  • Ensure that the project follows relevant compliance, statutory rules and regulations, standards and IDF Policies.

Tasks and Responsibilities:

  • Facilitate capacity building on nutrition sensitive programming of all UP chairman; Health & Family Planning, welfare of women, social welfare & sanitation standing committee members; disaster committee; CSG; Headman; Karbari.
  • Contribute in development of local radio messaging in local Chittagonian dialects
  • Provide support to local artists, folk singers and theatre groups to promote nutrition and WASH messaging in community events.
  • Participate in international day (World Health Day, World Food Day, Hand Washing Day, Menstruation Day, National Immunization Day and week , month (Breast Feeding ) observations through fairs and community events
  • Promote Tippy Tap (Low cost hand washing device) at community and schools.
  • Promote school based awareness, school garden campaigns and innovation solutions from school children to integrate nutrition sensitive interventions
  • Sensitize and make aware Primary Teacher Training Institute staff on inclusion of nutrition and WASH in Little Doctor scheme
  • Orient School Management Committee on nutrition.
  • Promote Blue School Concept (Environment Friendly school – gardening, fruit tree planting with WASH and Hygiene Behavior)
  • Develop student Brigade on nutrition by the students
  • Arranging Essay writing competition and school debate on nutrition and health.
  • Support adolescent clubs with a focus on girls and nominate nutrition champions from communities and Hill District Councils to lead nutrition sensitive activities;
  • Identify, reactivate and train existing adolescent clubs on nutrition and gardening and sanitation at the Upazila and union level.
  • Demonstration on gardening for clubs with private sector engagement
  • Demonstration local and indigenous cooking and diet diversity for clubs/community people
  • Identify and train nutrition champions from Hill District Councils/ local elite/ CSOs
  • Identify and train women entrepreneurs to establish WBCs
  • Strengthen Famer Information and Advice Centers and Union Digital Centers
  • Mobilize Public Private Initiative (PPI) Platform and address issues to promote nutrition sensitive value chain
  • Sensitize district level public and private stakeholders on importance and organization of PPI Platform at upazila and union level.
  • Support PPI platform to implement the plan and strategies to address issues in nutrition value chains
  • Any additional tasks assigned by the Supervisor that may be within the scope of the position to ensure the effective delivery and development of the project

Educational Requirements:

Bachelor in public health/social science/ Nutrition or related fields from any recognized university.

Experience Requirements:

At least 03 years` practical work experience with NGO/INGO with vulnerable communities in the field of water/sanitation, WASH, hygiene or public health.

Additional Requirements:

  • Familiarity with key health and hygiene issues and relevant hygiene promotion/education activities in host communities.
  • Proven experience in community mobilization, training and /or teaching.
  • Greater understanding of age, gender and diversity issues with regard to WASH.
  • Knowledge of minimum WASH standards (e.g. Sphere).
  • Proficiency in using computer software e. g MS office and internet.
  • Communication skills in both verbal and written English and Bangla. And with knowledge of local language of host communities is an advantage.

At least 3 years’ work experience in reputed development organizations. Minimum 2 years’ nutrition/health/livelihood project related experience with NGO/INGO desirable. Particular experience on market access & community mobilization would be an added advantage.
